After some research my husbands CRS score will hopefully be high enough to allow us to enter without much input from my score. In this case do both the PA and the spouse need to sit the IELTS test if his CRS score is already high. Or does the spouse need to sit the IELTS test regardless to be eligible for entry? English is my first and only language, so it's not the test I'm worried about. Just trying to save unnecessary expenses in this costly quest. Thank you

If not taking the IELTS as an accompanying family member still gives your husband a competitive score against current ITA trends, then no need for you to sit it.

Spouse needs to sit IELTS only if you want to increase the score. If you have enough score already, then spouse doesn't need to sit IELTS.
 
PA needs to do IELTS. If you are scoring more than 453 (based on the draws so far) then spouse is not required to give IELTS. If you are planning to get provincial nomination then more than 400 points should do. Take your pick :) All the best.
