Spouse PR .. Quebec or Federal? Please help

I got PR of Canada under Federal Skilled Worker Class. I first time landed in 2013 at Toronto and left Canada after one week.

I returned to Canada in Aug 2015, and I am currently doing Masters from Concordia University, Montreal, hopefully my masters will be completed in winter 2017.

I need to apply PR for my wife, please let me know what will be the procedure in my case.

Hi!

First is your wife with you? or back home?

Second sponsor your Family in Quebec, you have to first apply to Canada.
Once you are approved to be a sponsor from Canada, they will send you a letter and at that point you need to also apply to be a sponsor through Quebec.

Okay, yes. So you would apply for an outland family sponsorship, ones your approved to be a sponsor, you will have to apply through quebec.
