Spouse parent's visitor visa rejection

My spouse's parents got their visitor visa rejection recently. Yesterday they got the letter with reason if rejection saying they were untruthful in their application. We double checked everything and we're unsure why visa officer would have thought they were untruthful.
Will ordering GCMS notes help clarify the exact point where the visa officer thought they were untruthful? Or is it not likely that something at this level of detail will be mentioned there?

What did the letter say exactly? Does it say anything about a 5 year ban? Have they ever been refused travel visas to other countries and didn’t disclose it?

I hope "untruthful" isn't the mis-translation of "misrepresentation".

If IRCC found that their application is misrepresenting, they could result in 5 year ban to enter Canada. Did they get a PFL?

The letter doesn't mention a ban.
They had Canada visitor visa earlier, but couldn't travel because of covid and then their old passports expired. After getting their new passports, they first applied for super visa in Jan 2021 where they saw no updates. So they applied for visitor visa this year in April. They got this rejection for their visitor visa on Friday. On the same day, their super visa application got automatically updated to Withdrawn without anyone on their side actually withdrawing anything.
Some other details that may help:
My father in law's name changed from previous passport to current passport. His last passport's first and last names were reversed. This got fixed in the new passport.
They had applied to US visitor visas but the interviews got cancelled due to covid. They've applied again with the interview dates in Oct 2024.
They've not been rejected for any visa until this one.

You need to post the letter. GCMS notes may help. As for US visa, did they withdraw because interview cancelled is not a withdrawal. Was first US visa refused without them knowing?

No they didn't withdraw the US visa application. All scheduled interviews automatically got cancelled since mid March 2020. Now that US has opened slots for visitor visa again, they've filled new DS160s and booked their slots again. I'll get a copy of the letter and post here in awhile.

Today my in-laws finally received their GCMS notes. As we expected, the reason for rejection seems to be the cancelled US visa appointment that the Visa officer thinks is a rejection.

Appears client has a US visa application from 2020 with no proof of subsequent entries into the US and no proof of visa issued, thus concluding that the application was refused.

In Application Summary client answered "no" to having ever been refused a permit/visa previously failing to declare previous US visa refusal which could have led to an error in the administration of the act. Client also answered "no" to currently holding a valid US visa.

Given family ties or economic motives to remain in Canada, the client's incentives to remain in Canada may outweigh their ties to their home country.
After the US visa interviews in India being cancelled in 2020, this year they opened back up. My in-laws have applied again for the US tourist visa with their interview dates in 2024.
Is there a way we can submit a request to IRCC explaining this after they have rejected the application? More importantly, is there value in applying again, or is it likely that they'll just reach the same conclusion given the cancelled US visa appointment in the past and the currently open visa application?
Really appreciate any help on how to proceed on this.
Some background - They already had Canada tourist visa on their previous passports. Then the pandemic hit. Once the pandemic restrictions eased, since passports had expired, they reapplied to Canada super visa first and then due to no updates for years, they applied to Canada tourist visa this year. And now in September, their super visa and tourist visa applications were rejected.
