My spouse graduated in decem 2022 and now has 3 yrs work permit and also has teer 2 job.
We applied for sowp from outside canada but spouse application is refused by mentioning that your application for work permit under 'International Mobility Program' is refused. Can I any one explain and guide me what does it mean. Thanks

What documents of the PGWP holder were attached in your Open Work Permit application?

If PGWP holder has Teer 2 job - Did you attach, offer letter with Roles, pay stubs - ? How did you establish the job ?

If you made a complete application & still refused, you can raise a webform for reconsideration

Else submit a fresh application with complete documents - Good Luck

Thanks sir for ur reply.
We submitted pgwp. Job letter from ymca (employer). Job is an Early childhood educator. We attached 4 salary slips.
One of reason the officer mentioned that you have a family link in canada so you will not return. Please guide me. We are confused why the officer has evaluated our application as a International Mobility program. Please guide me. Thanks

Thanks sir for your reply. Here are the refusal points.

Thank you for your interest in working in Canada. After careful review of your work permit application and supporting documentation under the International Mobility Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 200(1)(b) of the IRPR (https://laws.justice.gc.ca/eng/regulations/SOR-2002-227/section-200.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

• Your immigration status outside your country of nationality or habitual residence.
• You have significant family ties in Canada.
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
• You have limited employment possibilities in your country of residence.
• Your current employment situation does not show that you are financially established in your country of residence.

Sir I am in Riyadh Saudi Arabia. Please guide me.

• Your immigration status outside your country of nationality or habitual residence. Based on your nationality you should show home ties to country of citizenship & not where you reside. This is a common problem for a lot of applicants who live in a country other than that of their citizenship

• You have significant family ties in Canada. - This is due to weak home ties which makes your ties in canada stronger. Are you employed in your current place?
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application. How did you explain that you will leave Canada at the end of your stay to your country of
• You have limited employment possibilities in your country of residence. You have not shown an ongoing employment or any strong home ties. Therefore there is no reason you will leave Canada
• Your current employment situation does not show that you are financially established in your country of residence. Same as above

You have a lot of work to do on your application

Based on your reasons of refusal, you must show home ties to Pakistan and how you will go back there
Since you are on contract in the Middle east, it weakens your ties

IMP is referred to SOWP for spouses of People on Study permit - This is not an issue
You can raise a webform but it may not help in your case

Reapply again with proper documentation and explain your case in an SOP

Good Luck

1- Which format I have to use for applying. IRCC & GCKEY. Not sure what you mean by format - Use GC Key, Answer Questionnaire, Fill form, upload documents, pay fees & submit. Wait for decision after giving biometric
2- Application form has to be submitted under visitor visa or directly applying for open work permit visa. Wife can be open work permit. Makes no sense to apply visitor visa for her. What are the age of the kids ?
3- Please do share with me link so that I can directly submit the form. There is no such thing as link. Create an account on GC Key and do as mentioned in step 1

Good Luck !
