Spouse open work permit

If I'm in student visa as a fulltime international student can my spouse get open work permit?

Someone replied to a similar question .the reply was that its not easy to get..because of the fake scam relationships to eventually get PR..CIC tightened up the rules .so there are certain document you need to send in..you just have to try
