Spouse Open work permit

Hi Everyone,

My husband is working in Canada under Inter company Transfer Visa.
I'm planning to join him from India and my dependent visa got stamped.

1. Can I apply for open work permit form India itself ?If so,how much time will it take to get my open work permit?
2. Or I heard we can apply directly from Toronto airport once we land there.If so, how much time will it take to get open work permit in this case.
Please help me with the procedure to be followed for raising open work permit in either cases and the documents required for raising it?
