I am a Graduate Student in Canada and my husband applied for his SOWP in December 2013 but it was rejected (The reason was that we applied online based on all the documents asked online and that did not include financial documents, hence rejected.)
We again applied in May, this time paper based application and submitted all documents that were asked. Here's our timeline:
Applied (Paper based): 12th May 2014
Additional Documents Requested (Relationship Proofs): 29th May 2014
Additional Documents sent: 2nd June 2014
Medical Request: 3rd June 2014
Medical Done: 7th June 2014
Waiting to hear back from the Canadian High Commission-New Delhi.
Has anyone recently applied? Just wondering how long will it be before we hear back if he got the Work Permit or not.

We included a lot of documents:
From me (i.e. from Canada):
Letter from my University
Letter from my Supervisor/Department Chair
Banks Statments
Personal Invitation Letter (Notarized)
My passport copy, study permit
My tax returns
From him (i.e. india):
All bank account statements (joint/personal)
His employment letter
Personal letter
Financial documents (Tax returns, CA report that states all the properties, assets etc)
Education documents (degrees/marksheets)
Marriage Certificate
And all the forms, its basically everything asked in the document checklist (+few documents from me)!

The refusal simply sounds like they did not accept that you are exempted from LMO and are eligible for SOWP. Reasons could be several i.e. if your husband's job at that time wasn't NOC 0,A or B, it could be that OR it could be that they just weren't sure of his NOC (wages don't match min needed for NOC) etc.
Real picture would become clear with GCMS notes. That is what you should apply using your husband in Canada without any consultant.

No problem. It is perfectly fine to apply for SOWP as soon as he has a PGWP + NOC 0,A or B. Even if he hasn't started working but has accepted job offer, you can apply. You know for a work permit application, one can apply for SOWP and other family applications TOGETHER. I have never ordered notes myself (barely read posts of people about how to do those), so i don't know for sure.
