Since they are younger - you should apply for resident TRV i.e. choose TRV but in intended period of stay, say "more than six months" (assuming your spouse's study permit will be valid for longer).
Please note that they won't have a REGULAR visitor trv. They would undergo medicals with you guys, and processing time would be same. But they would be issued a visitor record upon landing (a paper similar to study or work permit) which allows them to stay with as long as their parents are there. They would also be eligible for healthcare.
Once they reach the school going age, they would be eligible for public school in Canada. You would just have to provide their visitor record and parents study / work permits.
