Spouse open work permit visa

I have submit ed my SPOW Visa application and passport on 7th March 2017 at VFS office, Bangalore, India. while submitting the application at VFS Bangalore, they told the time period is 11 weeks. But currently 12 weeks over, no response from Canadian Consulate till today. The status shows under processing. what is the reason for the delay of my application.
