Spouse open work permit visa processing time

Hi guys, i am studying in college, full time student. I married 3 months ago and my wife applied for her TRV right after marriage. But it was refused due to the couple of ridiculous reasons.
I am from South Korea and my wife is from Phillippines
And she applied for Spouse open work permit this time. Following is the timeline so far.

2017 Sep 26th - application submitted
2017 Oct 13rd - medical requested
2017 Oct 14th - Medical test submitted
2017 Oct 20th - Police check requested
2017 Oct 27th - Police check submitted

Then, we are waiting for the result now.

I am concerned that my wife visa would be refused again.

Do you guys have any idea if those medical and police check requests are good signs?

Her visa was refused on the first week of December. I couldn't understand why it was rejected even though she got police check request. So, we used agency in Toronto on the 2nd week of December and She received spouse work permit visa 2 days ago. We paid $800 for the fee.
