Simply because the office didn't finalized 10 or more cases in the past 12 months, as stated at the bottom of the page.

Something to keep in mind:
Marrying a Canadian does not automatically get you any status in Canada. You have to apply, and be approved. Part of being approved is being able to prove that you are genuinely in a serious romantic relationship with your spouse. To prove this, most of us submit years of phone logs, photographs, emails, proofs of visiting each other, etc. This is necessary even if you are married! If the VO is not satisfied that your relationship is genuine, you will be denied.

Even if the marriage is legal, you still have to prove the marriage is genuine, as the above poster has stated. There is a difference: a legal marriage means you have marriage certificate and have been married in a legal way; a genuine marriage means the couple really loves each other. You may find a Canadian woman to marry, but it will take time to get enough evidence that you and she really love one another. Plus the application times from your area of the world are very long. It would probably be quicker to try to enter Canada through some other program: investor class, skilled worker, one of the provincial nominee programs, etc.
 
Canada isn't your country.... Your a construction engineer, wanting to farm?
And willing to pay someone to marry you to do that?
Have you considered winter here? It affects farming seasons greatly...

Anyway, I suggest you Google the rules and regs, read cic website, application instructions etc.

It sounds like you think the notion of the olden days "green card marriage" exists in Canada.... But it doesn't.

You have got to be kidding me. How did you not know that entering into a fake marriage was illegal? Because lying to get into a country must be legal, yep no way it could be wrong even if it is pretty low on the totem scale of morality.

Then try federal skilled worker. Family class wouldn't apply. And marrying just to get in to Canada is a bad idea besides the fact there are rules against it. Please think of those of us who are having a hard enough time because of people using the system. I understand you wanting to better yourself but please do it fairly. Ok off my soapbox now. There are other ways you can leave your country without hurting anyone, including yourself. What happens when you genuinely fall in love and genuinely want to marry someone?

Somewhere out there on the Internet, there is a macro for this.
 
Why is anybody on this forum entertaining this!!!! There are people on this site asking for help in a genuine situation and they are getting no response. This individual is seeking help to screw the system and he is getting attention, please don't!!!!!!!

Ali: If you have the money to pay someone, get a lawyer!
 
Ali h you know what you are saying is a slap in the face to all those here that have applied for spousal sponsership and have been denied and our marriages are real not fake as you want .please look into your heart and think before you say anything

Kev, you are spot on. I have seen this individual asking for assistance in a different manner on this forum under a similar identification. Honest people have individuality in their usernames, not this guy. The only thing consistent is the age that he is using. That's why I say don't entertain these types of inquiries as it is more irritating for the individual if you ignore them. Intelligent people who are educated do not publicly ask for help to cheat immigration. Additionally this guy speaks and writes the English language well enough to know his way around. I don't know if any of the senior people on this forum have implemented a thread to assist people in how to spot these type of people that I have learned you call trolls but it would be helpful to implement one. Anybody that says they want help to cheat the system or ask how to change or get out of something that has went wrong with an application and then say they weren't aware of it should be completely avoided or told to seek legal advice. The same goes for someone asking how to get through a border crossing or complete a TRV while avoiding the truth regarding the visit because they are asking you how to lie and misrepresent. That is simply not fair.

The point is to try to stop people like this from even sending an app which will help all if us at same time....
Less skeptical applications = less scrutiny for all of us
