can anyone help? I want to sponsor my future husband that still lives in Europe but he has leukemia. can he still become PR in Canada?

As far as I remember, for spouses, they will only be inadmissible on medical grounds if they pose a threat to health and public safety, which I doubt would be applicable in your case.

Here's the links I found:

CIC operation manual.

In canada applicants
look at page 23, section 5.32
http://www.cic.gc.ca/english/resources/manuals/ip/ip08-eng.pdf

and for external applicants:
look at page 17, sections 5.19, and 5.20
http://www.cic.gc.ca/english/resources/manuals/op/op02-eng.pdf

and here's an article.
http://www.cnmag.ca/issue-11/228-immigration-supreme-court-ruling-on-medical-admissibility-to-canada-n06

Hope this helps.

Sorry to hear that. Yes he can. Spouses are exempt from excessive demand.
