Can my parents apply to sponsor my husband's permanent residency app or is it possible for me to sponsor my husband's app while living with him abroad?

Here's the deal my husband and I recently married and are expecting our first baby this fall, we are attempting to get a TRV for him so he can be with me when I give birth. We now know after following some really bad professional advice that our chances are slim to none to get this and it is heartbreaking for both of us. We are now looking at applying for PR for him, but the average processing time is 18 months and we do not want our baby to be over a year old before he finally meets his daddy. By the time we receive an answer on the TRV I will be on EI mat leave which I think from what I read would disqualify me as a sponsor.

Would my parents have any chance at being able to sponsor him?
Also if I choose to leave Canada (I am a natural born Canadian citizen) to be with him while we wait for the PR to be approved, would I still be eligible to sponsor him?

It seems as though we are in an almost impossible situation as his home country is not very safe at this time and I just don't know what to do. Travelling to be with him before the baby is born is not an option as I am a high risk pregnancy and will not be given medical clearance to travel by air.

Any opinions, suggestions, advice, experiences would be greatly appreciated. I just need to find the quickest way to be with my husband.

No, your parents cannot sponsor your husband.

EI maternity pay does not disqualify you from sponsoring.

As a Canadian citizen, you can be outside of Canada when you sponsor your spouse. You will need to provide proof of intent to return to Canada.

Your best bet is to apply to sponsor your husband as soon as you can.
As Canadian citizen, you can live with him abroad and still sponsor. Just need to prove you will return to Canada.
Once you are approved as a Sponsor (currently it takes about 2-3 months for this stage), he will have more chances to get TRV.

So applying for the sponsor part won't make it harder for the TRV?

There is little chance of him being approved for a TRV regardless of whether the PR app is submitted or not. With his wife and baby in Canada, he is a very high overstay risk.
