Spouse dependant visa on PGWP

hi there I am a PGWP holder good for 3 years and I would like to bring my husband here but he already got 2 refusals when I was on study permit. Does he have chances to come on a dependant visa? Can please somebody help me. Did anybody had a similar situation?

1. Unless he can overcome the reasons for the previous refusals, then he can expect another refusal. I assume you have ordered his GCMS notes to determine the whole reason for the refusals.
 
No I did not, this happened in 2015 now it's too late to get one right? We showed enough funds at that time but still the reason was proof of funds I don't get it
 
How much proof of funds did you show when you were on Student visa and your spouse as Open work permit?
