Spousal work permit for studnet on scholarship

Hi,
I have a friend who has had his scholarship approved by the University in Canada and he wants to bring his spouse with him on work permit. Are international students allowed to bring their spouse to Canada when they are on scholarship? and will my friend be getting a part time work permit while he is on a study permit? Spouse is eligible for SOWP if he is studying in a DLI that qualifies for a PGWP

There is no such thing as part time work permit. Getting a Study permit entitles you to work part time as per conditions
