Spousal visa

My common-law partner who is British has travelled into Canada with me and only required an ETA to enter into the country, just in case, we booked a return flight for the maximum 6 months tourist period. My understanding was that because he is British, he didn't need a visa to enter into Canada.

Now we're applying for common-law permanent residency in-country and I'm not sure whether we've missed a step? Can we apply in-country without a formal visa (he only has the ETA)? Or do I need to apply now for a temporary visa and then apply for permanent residency?

I'm confused and don't want to submit all the paperwork and have it returned.

Thanks k.h.p! The application requests we submit his visa reference number with his paperwork, I assume then we submit his ETA documents (although it's reiterated that the ETA is not a visa) or simply submit nothing?
