PGP is a part of Family Class but a separate stream from spousal sponsorship. Read my previous posts. The rules are to prevent medically inadmissable people from bypassing the rules. There is no such possibility with PGP sponsorship, so a person excluded from their spouse's app can be sponsored as a parent.
