It depends, what's his citizenship.

Unfortunately, it's not likely that he'll get approved for a Visitor Visa while his Permanent Resident Application is in process. But it's not impossible, he'll just have to show a lot of ties to his country of residence and a return ticket (it's not a guarantee though, so if you're willing to try, I'd recommend you to look for refundable tickets).
