I AM A CANADIAN WHO IS SPONSORING MY WIFE OUTLAND. WE BOTH LIVE OUTSIDE OF CANADA SO I NEED A LETTER FROM MY MOTHER STATING THAT SHE KNOWS OF OUR PLANS TO GO TO CANADA AND THAT WE CAN STAY WITH THEM UNTIL WE GET RE-ESTABLISHED. DOES ANYONE HAVE ANY EXPERIENCE WITH THIS TYPE OF LETTER AND ANY ADVICE HOW TO WRITE IT?

Hello all. I'm a Canadian citizen and my wife is a US citizen. We are preparing to "run the gauntlet" next week, i.e. crossing the Canadian border via an airline. I sent in our outland app 2 weeks ago. I only have the CIC receipt for fees paid and the Fedex invoice for mailing it to CPC-M. I'm moving back to Canada and my wife will be "visiting" me w a round trip ticket. We gave our notice that we are vacating our rental condo here so she will have no permanent residence or job to prove ties to the US. A dear friend has offered to write a letter saying that she will house my wife under a room & board agreement when she "returns" later this year as per her return ticket. What we really want is to stay together until her PR is approved. If she gets in ok on a visitor status we'll apply to extend her stay.

Please advise us, any who have been there, done that. Should we tell CBSA that I'm moving back or just visiting? (I will only be bringing suitcases into Canada.) Or that we have applied for my wife's PR? Should we show the letter written for us? Any other do's or don't you'd like to suggest?
Thanks so much for your help. :)

You need to be truthful with CBSA. If you are moving back then say so. If you are visiting in order to consider a move back, say so. If your plans change, well, that sort of thing does happen.

The other thing that is actually useful to have is a copy of the actual application - especially the PCC. By having copies of the critical piece, it gives you one additional "last ditch" option in the unlikely event that CBSA claims she is inadmissible - she can request that she be granted a "Temporary Resident Permit" under the "Early Admission" criteria. This is discretionary, it costs $200 and US citizens may request one at the border (any other foreign national has to request it from a visa office abroad). But this category is expressly for cases like this (spouse or child wanting to come to Canada while the PR application is being processed). Look for "OP 20" on the CIC website. That's the manual for Temporary Resident Permits. Section 5.15 covers "early admission".

In the past few years I've told many people about this option and nobody has reported needing to use it at the border.

computergeek i've read the guide you said about but i'm still unsure i completely understood. TRP's aren't issued easily i presume - if i apply for a TRV and (obviously) get refused, will i be elligible for a TRP? CIC needs to consider that staying away from your spouse for long periods of time definitely affects the couple as well, and them refusing my TRV doesn't help at all ... i assume that for the "early admission" TRP we have to pass some PR steps before, such as getting SA + CSQ (for me).. do you think i can apply for this or it's a dead-end? i hope you can shed some light on this. thank you.

what do you mean you received a surprise interview on your phone? Are you sure it is actually CIC calling you? What proof did they give you they were calling regarding your application? I don't recall hearing or reading anything about CIC calling sponsors or applicants. They send mail or email notifications first.

did she verify your application number or uci number? i'd be skeptical about talking to someone on the phone claiming to be from immigration. what questions did she ask?

Thanks for the info computergeek. I think truthfulness is best but also know too much truth can get you in deep trouble.

Forgive my ignorance but what is the PCC? It's not in the list of acronyms. That's good to know the option hasn't been used. Gives us more hope. :)

PCC = Police Criminal Check = your FBI record that will be submitted with your application.

It's only an FBI PCC, if you have lived in the US for 6 months or more. PCC is a universal term.

Sorry, I was just mentioning that PCC is not exclusive to the FBI.
