Actually if you are in Canada you will have to wait till you receive your eCOPR and then your PR card they you can travel in and out of Canada and just use your PR card to come back but once you receive your eCOPR you can travel even without the PR card but you will have to apply for the PRTD once you are outside Canada to be able to return

considering that I still haven't summited the document requested such as photo for PR Card

Arrive by foot or private vehicle (not a 'scheduled' vehicle like train) from USA.

I paid the biometrics fee, but realized I had had biometrics a few years ago and was not asked again.
What is the procedure to get a refund for the biometric fee?

You can go into the portal that you used to pay your fees, then request a refund. You will attach your receipts showing that you paid it twice.

The receipts for both spousal and TRV say the total amount and include the biometric fee, but it is not explicitly written/stated that part of the fee paid is for biometrics.
I will explain that in the Web Form by myself.

However, will that be still be a problem?
 
It's definitely been a LOT longer than 2-4 weeks the last little while. It's taking longer than 2-4 weeks to get the CoPR once you get the portal invite, and the PR card is taking a few months right now.

I needed to renew my expiring TRV before Jan 1 (If I leave the country, cant re-enter without TRV after Jan 1)... lol.

I submitted a webform asking to withdraw my application for TRV renewal since I got my portal invite for spousal PR and submitted photo and address information today. LOL.

How long did it take for you to get the portal invite after you sent your email address to IRCC VO ? Which VO did you get it from ?

You will first get an email to confirm you are in Canada and to provide your email id. Once you reply to that then they will invite you to upload your documents and photo for eCOPR.

I don't know how long ecopr is taking. Maybe other members can shed some light on it.
