I don't know, but note that december big for all missions that process a lot of student visas. So sometimes the answer is just ... wait some more.

Odd timing for student visas, no? Student offers typically come in January to March

Student terms begin in January, and so december is the last opportunity to issue the visas.

Based on the spreadsheet, no. Last PPR from Pakistan was on Nov 12.

Pre - arrival is good sign it means you passed eligibility and did you passed your medical exam if passed soon you receive PPR .

This question is industry specific. Once you identify the industry, you have to see if there are any requirements for that industry for foreign education, and once you find these requirements you have to look and see if there are any country specific requirements.
