That's correct, it's just a tier 4 lock down, no one is leaving anywhere, the guy just used different selections of words, cut him a slack haha.omg that's crazy. ppl are lockdown, not leaving their houses im guessing, where would they go??
Again, If I was you I ll take atleast 4 hours or more on layover, consider all kind of delays, queues, weather(since its Canada) covid restrictions. 2 hours 50 seem sufficient, but it's better to have more time on hand, look for a longer layover if you could. So after reading all comments is it fine if the layover in Toronto will be 2:50 hrs? Is it enough for immigration now a days?
The other one I found is from Montreal to Vancouver and stay at Montreal is 5:20hrs it's also a long wait tooAgain, If I was you I ll take atleast 4 hours or more on layover, consider all kind of delays, queues, weather(since its Canada) covid restrictions. 2 hours 50 seem sufficient, but it's better to have more time on hand, look for a longer layover if you could.
Best of luck.

I think you should take that one, consider this, you take a, fight with less over time, God forbid, you miss your flight, they ll accommodate you for sure, but what if it's another 12 hour wait? 5 hours 20 isnt bad, beside when you get off at Montreal, go around within airport, have something to eat, some of time will be killed by queues and immigration anyway. It seems a best option to me right now.The other one I found is from Montreal to Vancouver and stay at Montreal is 5:20hrs it's also a long wait too
