Good news . Now my brother got pre arrival letter on Thursday and on Friday got PPR request. Tomorrow InshAllah he will submit passport.

He is 6 may 2019 applicant.

May 6, 2019: Filed received

June 19,2019: AOR1

June 26, 2019: biometric request

June 29, 2019: medical request

July 6, 2019: medical received

October 17, 2019: file transferred to LVO & request for CSQ

November 7, 2019: AOR2

November 15, 2019: Applied for CSQ

May 29, 2020: CSQ received

May 31, 2020: CSQ sent

September 17, 2020: pre-arrival letter

September 18, 2020: ppr

File location: Put away.
I get it that this means the paper file is scanned into your GCMS profile and from now on, they will be using digitally scanned version of your application package for further application processing.
They will keep your paper file in their archives for few years.
In short, your paper file is PUT AWAY to archives/registry and digital version is what they will be working on.

But is this a good thing or bad thing? is this done to every file?
