Sorry that u have to go through this trouble. From my knowledge Saskatchewan is a small place hence lesser opportunities and yes its very dull compared to GTA and Vancouver area. Id suggest u apply for jobs out of ur city in other provinces (if u are willing to relocate).
Iv heard head hunters are pretty active when in comes to recruitment in Canada. So u might wanna apply through them. You will have to google the top head hunters for your field and sector and contact them. Also, make indeed.ca and monster ur best pals. Rigorously apply through them.
Iv heard that no matter where you have qualified from, u need a canadian certification in order to start a job in canada for example HR professionals need to do a CHRP or CHRL certifications in order to practice HR in canada.. im sure there are similar certifications for other jobs there too. Id suggest that before u do a certification look up indeed.ca for job descriptions of ur field and get an idea of what sort of certifications are usually required by employers. That way u will not end up wasting money on a certification which adds no value to ur resume. Meanwhile, u should look up any odd job in ur city and make whatever u can/save for the certification fee if u r under a financial crunch.
Last but not the least, network and network. Try to sift for contacts in canada thru ur previous contacts in UK or Pakistan. Add them on ur linkedin and message them. Networking helps loads keeping in mind that u may meet people who are not related to ur field but who might know people in ur field. So keep trying.
