Can someone please provide the online link to the spousal sponsorship please?

For some reason, I am not able to find out through the official CIC website.

Also, if there is any guide that shows how to apply online? E.g. if u can apply while waiting for PR card, etc. etc.

I have a friend who is PR in Canada from last three months and want to get married an Indian citizen girl.

His question is how long its going to take for a girl to come to Canada if they get married this week?
