Spousal Sponsorship - Medical Exam and Police Certificate - Need Clarification

I am about to send in a spousal sponsorship application from outside of Canada on my sister's behalf. The application package is basically ready to go, I am just waiting for the Option C printout to arrive from CRA. I am confused about when exactly the medical and police certificate clearance should be sent in.

As far as I understand, the doctor sends the medical form straight to Immigration Canada. Ditto for Police. When I filled out a spousal application for my brother a few years back, the police certificate was also sent directly to Immigration Canada and we had to request it an additional two times as apparently it got lost along the way.

This is what immigration Canada has written on their website regarding police certificates from Asia where the applicant currently lives..
"Applicants must complete application form #3019 and provide a photocopy of their passport’s first page as well as present their identity card or passport and their visa file number."

At this point there is NO VISA FILE number number since I have not yet sent in the application. I was under the impression that I should send in the application first, wait until I receive a file number, and then have applicant go for medical examination and apply for police clearance in the country he is residing in. I figure they can only match up the medical and police certificate once the file is already being processed. Is this wrong?

I am reading other posts saying they must be sent in together with the application... but how is this possible if the medical examiner and police department send directly to Mississauga?!? The document checklist seems to indicate that as well. I did not send them together when I applied on m brother's behalf a few years back, but his application took forever to process (over 15 months for inland),

Any clarification here would be greatly appreciated.

I assume that you are doing outland application.

Therefore, the medical results will be sent by the physician to London (me thinks). You're the one who needs to obtain and send translated police certificate and the original along with your application.

Send photocopy of the passport as well.

Don't worry about visa file number yet. One will get assigned to you once you receive your sponsorship approval.

Yes, this is an outland application and applicant is in the Middle East. The last time I applied for my brother they sent the police certificate directly to immigration Canada and that's how it got lost twice along the way.

So to clarify....I do not need to send the medical with the application? The doctor will send it directly?

Also, what is form #3019?

Just to clarify:

When the medical exam is finished, you will get a sheet with your spouse's picture; this sheet should be sent by YOU along with your application.
The other copy is sent by the doctor. Hope this helps.

Note: I think that this is a standard procedure as the checklist contains medical exam.

As for the police certificate, the best thing is to get one yourself and then take care of it yourself. At least you can trace it that way.

I may be wrong but it looks like the form you are talking about with the spouse's picture (IMM 1017) is for IN CANADA class only. Is there another similar form for outland applications? I could not find any on the site.
