There is an individual having medical conditions-she is on Oxygen and cannot travel without a certain amount of Oxygen available as per her physician. She is in a relationship with someone outside Canada. She cannot go and attend their wedding. due to this. She is wondering if she can be exempted from that and whether or not her marriage will be Proxy if she doesn't travel and participate in-person. Any ideas? Thanks

Assume you are asking about sponsorship. They can get married by proxy but for immigration purposes, it is not recognized.

Does IRCC recognize marriages conducted by proxy, telephone, internet and fax? (cic.gc.ca)

The marriage by proxy won't be recognized for Canadian immigration purposes.

Probably best if the person from outside Canada comes on a visit and they get married here and submit their sponsorship application.
