Spousal Sponsorship inquiry

I need your advice with reference to spousal sponsorship for my wife:

- I became a permanent Resident in July 2019 after studying in Canada.
- Became legally married back home in October 2019.
- Applied for a TRV for my wife in February of 2020
- The plan was to apply for her Permanent Residency when her TRV is out.
- TRV has been in process for 4 months with no hopes of getting approved soon due to Covid 19
- Here is my Question:
i. Is it safe to apply for her Permanent Residency while her TRV is still in process ?
I am asking because I have read i the past that Outland PR applications do affect TRV decisions.
Your assistance will be greatly appreciated. Thanks

Yes - you can apply to sponsor your spouse through the outland process provided you are currently living in Canada.

Filing an outland application most likely won't impact the TRV application. However the chances of approval are already quite low since you are married.
