Spousal sponsor having over-payment debt from social assistance.

Hello
I submitted my application in July 2rd and received AOR in December 23rd 2020 after that nothing.However sponsor has over-payment debt from social assistance but she isn't on welfare.I would like to know whether this might be the reason why I didn't receive SA,BIL and Medical since December 2020any advise ?

Yes that could be the issue. How much is the overpayment and when did she stop receiving social assistance?
