They just got back to me again and said that they do not get many outland applications including when a sponsor resides out of country, I'm in Mexico.

They are still calling CIC.

This has nothing to do with inland or outland, it just a spousal sponsored application that you cannot have a cosigner it does not define it any further than that.

You're 100% correct. It has nothing to do with inland or outland - or where the sponsor or applicant are located.

If they haven't taken on very many outland cases where the sponsor is residing outside of the country, then I would question why they took yours on and why they didn't warn you they were not familiar with the process.

Again, absolutely no rules have changed for years with regards to cosigners for spousal sponsorship applications.

Oh - and calling CIC is useless. The Call Centre gives out bad information regularly.

If the rules with regards to cosigners had recently change (i.e. changed anytime in the last few years), there would be an associated bulletin on the CIC web site that should be very easy to find.

If they think the rules changed, tell them to find the CIC bulletin and send you the link.

I'm really disappointed in these people. I filled out a bunch of forms for them, I think they were their versions of the forms and now want me to refill some out, which I already gave them the info on their forms.

I don't know what the difference is between an inland or outland application, but in this case regarding cosigner there is no different on a spousal application.

I am really worried now they will botch this up. I need a refund.

Thanks for replying everyone, very glad I found and joined this group.

Inland-
Applicant and sponsor MUST be in Canada.

Outland-
Applicant and sponsor can be anywhere (if the sponsor is a Canadian citizen), but can also be IN Canada, if they choose.

application forms are updated regularly, and the application will be sent back if an outdated form is submitted, so there's a chance they are just giving you the updated version of the form so your application doesn't get sent back.

i would recommend asking for your application back from them. there's no need for them to "help" you. the last thing you want is for them to "accidentally" submit your application as inland rather than outland. you most definitetly want to be applying OUTSIDE canada. even if the applicant is IN canada, they can still apply OUTLAND.

I just read on the CIC news website the following update from August 2014 regarding Outland applications:

Outland Application

An Outland application is generally pursued when the sponsored partner is living outside of Canada. However, Outland applicants can still be in Canada and apply through the Outland program, and may be permitted to travel in and out of Canada throughout the application process. Outland applications are processed through the visa office that serves the applicant’s country of origin, or where they have resided legally for at least one year. Thus, processing times for applications will depend on the visa office.

Says we need to have the visa processed in a visa office that services the applicant's country of origin or where they have resided for at least two years. We are in Mexico in Mexico City so from the looks of it should be processed here, that these guys I hired cannot help us or submit the application for us.

yes, since the applicant is a mexican citizen, then the application will be processed in mexico city, however, the original application package (sponsor and applicant paperwork) initially gets sent to MISSISSAUGA, where they will process the sponsor's application. once the sponsor is found eligible, CIC will then INTERNALLY transfer the application to the appropriate visa office abroad. if you use the attorney/consultant, they would be responsible for sending the application to mississauga for processing.

really, there's no need to use them. get your paperwork back, and submit it yourself. now that you found this forum, it'll be easier.

That is what I figured. I talked to the office manager today, I want a refund on my retainer and just work on it myself since we are here in Mexico City, my guess is most of it will be processed here at the Embassy of Canada.

Thanks a bunch everybody!
