No. I am talking about family class sponsorship cases. They guy was Indian and PP was sent to NDVO. CIC thought that the case was not genuine.

agreed...it may be when they get fraud complaint abt tht case ..if thy get to know even after visa issuance they cn cancel tht ...a parents sponsor visa was cancelled after issuance due a complaint n later on th proving to be wrong was re issued

Getting originals back varies from case to case, I got immediately after SA and few have not got even after landing. Yes you should send an email regarding that. The email id is: LDNIMMIGRATION@international.gc.ca

The reason was told to guy that the marriage was not genuine

Yes it is LVO id
You need to include:
Subject line:
Application Number/File Number (This must be added in the subject too of email header)
Applicant name, DOB of Applicant
Sponsor Name, DOB of Sponsor

Email should be sent by the ID you wrote in your forms.

Does the spouse has to go back to Pak just to get the PR visa? Or is there a way to get it while here?

I have read a similar case where applicant replied back to email that s/he is already in Canada so advice further and they were guided accordingly. No, you do not need to come to Pakistan. Process will be done there.
