A retired man wants to sponsor his wife. He's been living out of Canada now for decades but has filed his taxes stating that he was a resident of Canada. He also collects pension from the US because he was living there as well for about 20 years. Note... all the stamps in his passport clearly can prove his absence from Canada.
He has just returned to Canada to live here in order to sponsor his wife.
Can he do that? Also can he submit his tax information from the US as well as Canada to show how he can support his wife?

As a Canadian citizen, he does not need to be living in Canada in order to begin the sponsorship of his wife. He can be living anywhere in the world and only need show proof of his intention to return and reside in Canada once his wife is approved.

If he has a NOA stating his worldwide income, because he has been filing taxes in Canada, then that is all the CIC requires for proof. If he has a lower end income, he can feel free to include a letter indication how he and his wife will support themselves, once she is granted her PR.

Thank you. Question... His NOA doesn't show his worldwide income but he also filed his taxes in the US. Can he submit both the US and Canada NOA?

He can, but it won't be necessary. He only need disclose the amount of money that he generates yearly. Spousal sponsorship does NOT have an income level, but if he has NO income they'll want to know how he and his wife will support themselves without the aid of welfare. In that type of a case, a well thought out letter outlining how they could survive would be needed. It does not sound as if this is the case here and he should be OK with what he has.
