Hey guys,

My husband is a Canadian citizen. He submitted an outland spousal sponsorship application for me. CIC-M returned our application for being incomplete while we were on vacation and therefore it was re-returned to them.

We called the CIC Call Centre numerous times and sent multiple faxes to request that the application be returned back to us - to complete it. None of these attempts have been successful, and up till now we are not aware of where exactly the application is at CIC-M, what is causing the delay, or when it will be re-sent to us (if ever).

We cannot even complete a new application, because we were not told what the initial problem was with the current application. It's all one big waiting game and it has been with them for over 1 month. They are not processing it, but they are not returning it either. We are very confused.

What recourse measures do we have? We really need to get this application returned to us. Suggestions or recommendations are welcome. Thanks.

1. Write them an email at CPCM-EXTCOM@cic.gc.ca to explain about your case, and wait for 3 to 4 weeks.

2. If you still haven't heard back from them after 3 to 4 weeks, try and get your local MP to intervene. I wrote a lengthy post explaining how to reach your MP:

I was in a similar situation as you. Basically our relationship proofs arrived at CPC-M, but the sponsor forms completely vanished! And we didn't forget to send it...we even took pics of the sponsor forms envelope while at the post office, and we really did send it along with the relationship proofs. Totally bizarre. I sent our application in January 2013, and I expected to get an AOR from CPC-M sometime in mid February 2013, but nothing ever came. Then when February 2013 applicants started to get AORs (and I still hadn't got one!), I really started to panic. Long story short, it wasn't until mid-March that I saw some light at the end of the tunnel...not sure if it was because of my MP's intervention. I emailed, faxed, called CIC...

Thanks for your information. I e-mailed both the MP and CPC-M (informing them the MP in now involved).

The difficult thing to understand is that it took CPC-M about 2 weeks to assess and send the 'incomplete' application in November, but now it's taken them at least 6 weeks (and counting) to notice the re-returned 'incomplete' assessed application in order to re-return it - even though we made several faxes and telephone calls to the Call Centre asking them to return the application.

Isn't it clear when they receive unclaimed (return to sender) mail that they should action those cases differently than newly submitted applications (i.e. not 'process' them equally)? Especially when we requested that they re-send the incomplete application.

Is there any other way to get this application re-sent, before I wait at least 3-4 more weeks? Time is moving fast and my application should not be dealt with like a newly submitted application. It's not even in process - it just needs to be returned to me, so I can fix whatever is incomplete.

Should I involve the Minister of CIC or his Ministerial inquiries division?
