Yes, subject to the requirements of the PGP program - income and being selected for the "draw."

Note that it may take quite some time and the program requirements may change.
 
If I sponsor my spouse and she manage to get her PR, would she be able to to sponsor my parents which is her in laws ?

No; spouses can co-sign to be a financial guarantor for their in-laws if the applicant can not meet the financial requirement, but only the applicant him/herself can apply for the actual sponsorship of his/her own parents, not their in-laws. But first, as @armoured already mentioned, you need to be selected from a lottery to be given the opportunity to apply for parental sponsorship.
