You need to sponsor her through the outland process. That's the only option if you are not living together but are living in different provinces.
If you want to sponsor her through the inland process, then one of you must move and go to live in the other person's province. It's mandatory that you be cohabitating in order to qualify to sponsor her inland.

Yes. Only downside is if they ask for an interview it might be in person so she has to leave for the interview. Not all applications lead to an interview however.
