You say she sponsored her ex husband for PR. How long ago was that? When did he land in Canada and become a PR? This answer is important since it will determine if she can sponsor you now or has to wait.

And she needs to be legally divorced before you two can get married.
And living with her ex-husband or not, she is response for him 3 years from his landing.

Hi there
She made and application for refugee status on 2009 and added him as a partner/husband as well in that application, and she sponsored him in 2011 but he came to Canada on 2014 and got his PR on 2014.
She saying that was the Law that time to put his name as well to be accepted in canada.

He wasn't sponsored in that case through family class but was included as a dependent in her PR application. This means she can sponsor you as soon as the two of you are legally married. However before the two of you get legally married, she will need to finalize her divorce with her first husband. You can't marry her while she's still married to someone else.

Before she can sponsor you, you must either get married - or live together for a full year continuously (without breaks) to become common law. Being separated isn't enough to get married. She must legally divorce her first husband before the two of you can get married. Until you are either married or common law - there is nothing you can submit.

Once you are either married or common law, you will follow the process here: http://www.cic.gc.ca/english/immigrate/sponsor/spouse.asp
