If you are confident that your application will be approved, then Inland can be quicker than Buffalo right now. I applied Inland and got my COPR in less than 8 months.

OK, I was lucky, I was also on a working visa during the waiting period, so had medical coverage and able to work.

If, however, you foresee there may be hold ups in your application, for whatever reason, then apply Outland.

Just remember that your Police Certificates have to be no older than 3 months when they're received by CIC. If you have them with you already, just keep this deadline in mind or else you'll have to request them again :(
