I mean inland PR application.

In general, it's not advice for inland applicant to leave the country until they get their PR.
Since your application wasn't done correctly to begin with, it's better to apply outland after you got married.

Bently, once you put in Inland app your gf cannot leave the country (canada) until she gets her PR.
