Firstly, there's no such thing as "sponsorship" when it comes to Express Entry.

Manitoba awards points to people who have friends living in Manitoba.

For Manitoba, applicants need to know someone (PR or above) living in Manitoba. Applicant needs to show proof that he/she truly knows the person. This is one requirement to their PNP but as what others have said already, you can't "sponsor" your friend outright. That would make the immigration system too lax if that were the case hehehe
