Me and my wife are Canadian PR card holders since June 2018 and we have been in INDIA since then. We had a child born in India who is now 2 years old. We are his legal parents and we have child passport and Indian Birth Certificate as a proof.

I am willing to go back to Canada next month. Can you please guide what shall I do to get my son’s PR.

1. Shall I go alone to Canada alone first along with my Child’s passport and apply for his PR...or,
2. Shall I take my son to Canada on a Visitor visa first and apply for his PR once we reach Canada (I've heard that in India, the Embassy/VFS is not issuing visitor visa's as of now)

Nothing stops you from trying both - applying for PR and the TRV for the child. Note, you can only apply for PR for the child from within Canada.

TRV issuance is indeed slow - although I don't believe stopped.

In order to be able to sponsor your child you must be compliant with your RO. You are running out of time so you must consider this. Would encourage you to have some buffer time or you won’t be able to leave Canada for 2 years without risking being reported.
