You should consider other routes for PR - family sponsorship isn't one of them unless you have a common law Canadian wife / husband or are married to a Canadian.

If your cousin has a spouse, kids or parents anywhere in the world, or any other PR/citizen family in Canada, he is not eligible to sponsor you.
If you research Manitoba's PNP program, having a relative in the province may be of benefit. However ultimately you'll need to qualify to immigrate on your own.
She has a sister so she cant sponsor you... you can only sponsor a family member if you dont already have any family in canada. Also the only way you could sponsor a cousin to canada is if you dont have any parents, siblings, aunts or uncles

For family class, no, for reasons stated (your cousin has too much family to be able to sponsor you).
For provincial nomination, Manitoba does allow family to be a 'connection' to the province if you otherwise qualified, but your studies in Ontario would almost certainly result in refusal for a stronger connection to another province.
