Dear experts on this forum,
My husband filed a sponsorship application for our 2 year old daughter (in Pakistan) on July 26th 2018. Case was filed by a consultant in Winnipeg.
We did not hear anything from CIC, until one day my husband rang the helpline and found out that the file had been returned to my consultant on 27th November as one of the forms was not the upgraded version.
She is asked to submit the new forms within 30 days from 27th November. The consultant says she didn't receive any file from CIC.
Please suggest what I may do. Where do I write.
This is the last year I can stay out of Canada as a PR.

Consider submitting a brand new application rather than waiting for the old one to be returned. I would either do it yourself or use an immigration lawyer. You should request a full refund from the consultant since they made an error that has caused your application to be returned.
 
Is the consultant approved by CIC?To give our future to socalled consultant who aren't approved are dangerous to our future.Call the CIC contact no and seek guidance from it or contact any approved consultant and seek his/her guidance.
 
She is an approved RCIC and a member of ICCRC.
Till yesterday she had not received the package, it is said CANADA POST is on strike these days. No idea if it's called out.

As scylla said, you should just complete a new app and send it. And request the refund from the consultant for their mistake,
