My spouse is American Green Card Holder , I am Canadian Citizen , and we are filing the application to start our life together in Canada .
My question is :
If we apply Outland , can my husban visit me in Canada during the application process time ?
 
Yes, I think a green card holder has the same reqs as any visa-exempt foreign national. He can stay for (up to) 6 months, then around the 5 month mark renew his status.

You can apply outland while he is in Canada.
 
That is correct. Which also means if his arriving by air, he is supposed to have an eTA. US "citizens" are exempt from this requirement (not GC holders), which CIC has stated they will be lenient on until fall of 2016.
