you dont have to disclose any charges. Only convictions. The sponsor agreement form only asks for convictions, not charges. And thank God for that. Anyone can get anyone charged, being charged is not a proof of anything and you are legally innocent till proven guilty or pleading guilty.

granted, op was convicted then punished with conditional discharge, he will have to declare the conviction.

AGAIN. This section is for PR and citizen to sponsor their family to become PR.

Since your friend is neither, she CANNOT sponsor her husband. If you want to find out more about foreign worker applying for worker permit for their spouse, ask it in that section.
