Here is the situation:

I am a Canadian citizen. I have a husband who has two children below 18 from his first marriage (my step children). Husband does not have a PR.

Can I sponsor only the step children to get a PR to Canada?
Or do I have to sponsor my husband with the two children in the same application?
Or does my husband have to get a PR first on his own and then sponsor his two children?

You can sponsor him and his kids in one go.

I don'gt understand - do you WANT to sponsor the step-children without the husband?

Because by far the easiest is sponsor them all at once - he would be principal applicant and the stepchildren as dependents included in the app.

You need to sponsor your husband and include his children (your step children) as his dependents.

If you currently live outside of Canada, your appliction needs to show intend to move back to Canada with your hushand and your step children. Examples of proof like: job transfer, resignation (may be at later stage), search of new jobs in Canada, looking for home to live (rental or buying), selling or ending current rental contract of current resident...etc.

You cannot just send your step kids to Canada.

If you live in Canada, why won't you want to apply for PR for your husband. he will have 5 years to fill his 2 years of RO. And regardless of his PR status, since he will have 2 kids in Canada, he may become a tax resident.

On the PR application it asks HOW MANY CHILDREN DO YOU AND YOUR SPOUSE / COMMON LAW PARTNER HAVE? wHAT SHOULD I SAY?
Also will they need to have medicals done for the purpose of PR even if they are not accompanying us?

Yes, you count all the children. That's pretty clear from the text.

And yes, they will have to do medicals.

Note question is in wrong forum - not family sponsorship.

Also if you got ITA and not spouse, you need to show funds for a family of 5.
