I'm a PR in Canada and my girlfriend is Russian, currently studying in the USA for her BBA.
We are going to marry soon and I have a few questions regarding the best way to get her a PR.
As I understood from Citizenship and Immigration Canada website we have 2 options of how to apply for sponsorship and PR (inside and outside).
The outside option is preferable for us as she is going to graduate from the university in the United States. The problem that I found is that if we choose an outside option "the CPC will send the application by courier to the appropriate visa office in your relative's home country. It will be processed there.". As she is in US now and has a US studying VISA she is not allowed to come back to Russia, thus it won't be possible for her to apply for PR from the home country... Is it possible to apply for PR from USA even so USA is not her home country?..
What is the better place to get married: USA or Canada (she can visit me). Will the marriage certificate be valid under the Canadian Law if we marry in the USA and non of us are citizen or permanent resident of the United States?
And one more thing - she has been in US for about 1,5 year and she's got a F-1 visa valid for more than a year from now.
