Hello,

If one already PR person has to sponsor his/her real siblings or parents for PR. Do they have to give IELTS EXAM & Medical Test...If yes then what score in IELTS they need?

Or what is the procedure exactly how siblings get PR or Parents?
 
Medical yes. Language test, no. You cannot sponsor your siblings, but if they are dependents and single, they can be included on your parents application. You must meet income requirements for three consecutive years to be eligible.
 
Your siblings have to be 18 years old and not married to be considered dependents of your parents. The 19 + age dependent has been removed from being considered dependents as of Aug 1st. The education exemption no longer applies.

Thanks for your information. So, As my brother is married and not dependent. It means I can't help him as sponsor for PR.

Can u please tell me, Can I sponsor my parents to help them to get PR and further if they call my brother as their children for PR. Like this way? Or this applies to parents as well who are calling their children for PR on sponsor basis.

Your parents could not sponsor him either, as he is not considered a dependent. He would need to apply and qualify under one of the other immigration streams.

Yes, the parents program will re-open in January 2015 but for just the first 5000 applications. You will need to show Canadian income from 2011, 2012 and 2013 meeting the parents LICO amount for your family size.

Only siblings who are 18 or under and not married can be included in the PR application. Anyone 19 or older does not qualify as a dependent.
