Sponsoring parents in Moscow - additional info request after medical exam

Maybe anyone has some comments or have been in similar situation (I am sponsoring my parents through Moscow Embassy). Here goes:

My parents passed medical exam in Dec 2008.

In April 2009, they were contacted by email from Moscow Embassy and were asked to submit missing documents about their work history (Section 11 of Schedule 1 background / declaration), which they did by email and confirmed over the phone that they received it. This was in May 2009.

Now, February 2010, their interview hasn't been scheduled yet, and they receive an identical request for missing information from the same person. After calling her, she suddenly informs them that they must resubmit the whole application, and they can no longer contact her after that.

It was my understanding that medical exam should be scheduled after the application has been assessed and no information is missing, which wasn't the case (quote from application guide: "Medical instructions ... will be provided by the Canadian Embassy in Moscow once your application been reviewed or after an interview, if required").

How should they proceed now with their application for permanent residency?


Thanks for any advice or thoughts you might have. I am very disappointed. Not only we lost a lot of time, they now are facing unknown delays and have to pay for medical exam again...
