Certified cheques and bank draft (money orders) are two difference forms of payments.

I don't understand why CIC doesn't accept money drafts unless CIC wants certified cheques as a form of proof of identity / residency in Canada. Bank drafts / money order doesn't prove you have an official address in Canada. Anyone can walk in a bank and order bank drafts/money order. But to get a certified cheque, you must have a valid mailing address whereby your personal cheques can be sent in the mail. I can understand the certified cheque and credit card charge as both require residencies to get credit card and cheques and residing in Canada is a requirement to sponsor your parents.

Offcial address is right on original NOAs/option C form of three years that is known to tax authorities. He is fine. CIC avoid writing all these fancy names on payment form since they do not want to deal with foreign bank issued Money order/bank drafts as they take 1 week to clear. The local bank issued drafts or (money orders) takes 1 day to clear. The certified cheque( personal cheque certified by bank ) is same.
In fact from receiver point of view ( CIC), the local bank draft/money order is better option as money is already out of the account.
While a endorsed personal cheque , the money is still with the sender. You can also read the below link for more information.
http://www.cic.gc.ca/english/helpcentre/answer.asp?q=822&t=14

The link mention as what kind of payment is not acceptable for parent sponsorship application.

If money orders are accepted, civic shouldn't have to recall his application from courier over fear that CIC won't accept his bank draft. His first application sent should meet the requirement. He didn't have anything to worry about.

Some CIC webpage still show money order is not accepted for PGP sponsorship (read the fee payment section under instruction guide). Some say it will be accepted. So as a precaution I recalled the first one. The processing clerk may not realize the updates on acceptable payment methods. Anything can happen so I'd rather be safe.

In any case, I hope your application goes through, despite the hassle you went through over it.

You are right . The old link did mention, money order/bank draft are not acceptable. That was in 31st dec 2013. last year program
http://www.cic.gc.ca/english/department/media/notices/2013-12-31.asp

However the new FAQ that covers the 2015 PGP program have again start mentioning that money order is acceptable.

The instruction guide did not mention anything related to bank draft or money order

Step 3. Pay the Fees
Fee
Use the fee table in the Fee Payment Form – for Sponsors of Parents and Grandparents (IMM 5770) (PDF, 566 KB) to calculate the total amount of processing fees to be paid (all fees are in Canadian dollars). Processing Fees for the principal applicant and all accompanying family members must be included with this application. The Right of Permanent Residence fee will not be collected at this time. CIC will request it at a later date.

Payment method options
Only payment by certified cheque or credit card will be accepted using the Fee Payment Form – for Sponsors of Parents and Grandparents (IMM 5770) (PDF, 566 KB). Payment by credit card must be authorized for the total amount of processing fees required for the principal applicant and all accompanying family members. The credit card used must continue to be valid for at least nine months after the date on which the application is submitted.

Note
Important

Other forms of payment will not be accepted.

The guide 5772 under "incorrect fee payment" mentioned that CiC will return application if fees are not paid by certified cheques or credit card". No mention of bank money orders. So I can understand the confusion and worry.

Guys,

I had submitted my application to sponsor my mother. It reached Missusuaga on Jan 02, Fingers crossed...
Hoping to see an acknowledgement from CIC. Any body knows how long it takes to validate the applications and let us know if we are through or not.

All the best to all.

If I'm not mistaken, last year people started seeing their credit cards charged around 15th January. My memory could be wrong.. maybe someone else knows better.

FYI, last year, CIC annouced that the cap of 5000 applications has been reached on Febuary, 3rd 2014. So one month later. I'm not allowed to post link but I found the link from CIC about this annoucement.

If it will one month this year, we have still time 8)
