Sponsoring Parents from USA - Parent has Alzheimer's. Automatic rejection?

Hey all,

A Relative from the USA married her CDN spouse 4 years ago and moved to Canada. She was sponsored by her husband and now holds PR. She would now like to sponsor her parents who are living in the USA as she is their only child and they would like to be closer to their daughter and grandchildren. They are in their mid eighties. The mom has early onset of Alzheimer's. The daughter would like to start the sponsorship process once program resumes in January so she can at least get the ball rolling so that she can bring them in when they can no longer care for themselves. Is this a waste of time? When they are asked for medical 4-5 years down the road, will Alzheimer's exclude the mom from becoming a PR for fear that she will be a burden on the healthcare system? Chances are they may have other medical ailments/conditions when their application is finally processed as they will be close to 90 at that point in time. What about if one spouse is healthy but other is not? Will they allow only the healthy spouse in for PR?

Is this a complete waste of time? Is there a better option for this elderly couple so that they can live in Canada for their final years? They would obviously prefer to be covered by CDN health care system if they are living here.

Hi

Yes, they could be refused due to alzheimers, especially if there are other medical conditions.

If one spouse is medically inadmissible, then the other spouse is also inadmissible.

They can certainly try getting their app in as one of the 5000 on Jan 4, just to start the process. There is of course the chance that CIC will have a concern about their health under excessive demand to Canadian healthcare. However before outright rejecting an app based on this, CIC would first allow you to state your case as to why they won't be an excessive demand on healthcare here. So if you can show a history of any condition they have being stable/controlled, and not requiring lots of hospital visits, then it may not be an issue.

Of course there is no way to know what will happen unless you actually apply.

Your relative and spouse will need to show their CRA income statements that show they meet MNI for their family size, for tax years 2012, 2013 and 2014.

Until they get PR, they can always just come as visitors or under a supervisa. With a supervisa they can stay up to 2 years at once, but won't have healthcare and must also buy private health insurance (which can be expensive). If they come just as regular visitors they can stay 6 months (usually), and can apply to extend that as needed.

No - they won't allow the healthy spouse to obtain PR on their own. Either both spouses pass the medical or both will be refused PR.

They will likely ask for the medical around 2 years after they apply. Yes - it's quite possible the application could be refused due to her mother's condition and the burden this will place on the health care system. Of course it's impossible for any of us to say what will happen for certian.
